Overseas Private Investment Corporation International Economist (Senior Evaluation Officer) in Washington, District Of Columbia

Summary This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Development Impact Division, Evaluation & Collaborative Learning Unit. The Senior Evaluation Officer serves as an economic expert and technical authority in conducting thematic portfolio and individual project evaluation activities to assess the development effectiveness of DFC's investments and facilitate rapid feedback and learning throughout the Agency. Responsibilities Leads thematic portfolio and project evaluations, which includes tasks such as: convening and leading DFC's internal multidisciplinary evaluation steering committees; developing the evaluation scope and selecting projects for evaluation; developing a preliminary evaluation design that applies appropriate statistical sampling, analysis, and data collection methods; leading evaluation learning exercises and dissemination; preparing evaluation materials for publication; and guiding junior evaluation analysts and/or external consultants Analyzes and interprets financial, economic, and developmental information collected from a variety of sources; analyzes the microeconomic effects and the sectoral and macroeconomic impacts of projects Communicates evaluation learnings to internal and external stakeholders Develops action plans to respond to lessons learned in collaboration with relevant DFC department staff members Provides guidance and mentorship to junior staff by providing quality-assurance on deliverables and advice on conducting evaluations Please Note: This is a Bargaining unit position represented by AFGE, local 1534. Requirements Conditions of Employment Qualifications Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. BASIC REQUIREMENT A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. or B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. AND ADDITIONAL REQUIREMENT In addition to the Basic Requirement listed above, you must meet the required specialized experience listed below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to 1) conduct thematic portfolio evaluations and/or individual project evaluations that assess the development effectiveness of private-sector investments in emerging markets; AND 2) synthesize findings and communicate evaluation results to stakeholders through written and oral reports.
