Position Summary Information

General Summary

TheSr. Manager, Learning & Developmentplans and manages employee development programs, various business and technology-oriented projects, and strategic initiatives for the Utility Services and Production Departments.The training and development programs support Meter Readers, Utility, Collection and Pipe Technicians, Meter Mechanics, Career Ladder roles, Facility Technicians, Electrical/Mechanical, Instrumentation, and other related positions.

Essential Functions

  • Prepares and administers the budget of the Division

  • Designs beneficial training programs that mobilize the Utility Services & Production Teams closer to achieving their overall goals

  • Coordinates and/or conducts training for Utility Services & Production Departments

  • Manages all operations related to training and employee development

  • Manages the pre-employment testing process

  • Manages key pilot projects and strategic initiatives for Utility Services and Production Departments, as well as potential joint ventures with other utilities

  • Develops work standards utilizing work measurement procedures

  • Regularly interfaces with strategic management offices to ensure the Utility Services and Production Teams are on track with implementing teamwork plans

  • Researches and makes recommendations on best practices for adoption within the Utility Services and Production Teams

  • Establishes, updates, and implements procedures to ensure overall Division efficiency and productivity

  • Measures customer satisfaction and other key metrics for the Team

  • Researches and reviews new technology applicable to the business processes of the Team

  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

Required Knowledge, Skills, And Abilities

  • Comprehensive knowledge of the corporate business in financial planning, the utility services business, technology orientation, and the environment

  • Ability to plan, manage, and coordinate the activities of a complex diversified utility organization

  • Good interpersonal communication skills

  • Effective verbal and written communication skills

  • Ability to design and conduct internal training for Utility Services and Production employees

Minimum Education, Experience Requirements

  • Bachelor’s degree and 8+ years experience in the design and delivery of adult training and education

  • 3+ years of management experience that includes employee supervision

OR

  • High School diploma (or equivalent) and 12+ years experience in the design and delivery of adult training and education

  • 3+ years of management experience that includes employee supervision

Additional Requirements

Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences

  • Demonstrated experience delivering field skills training (utility and/or construction workforce talent) preferred.

  • Experience preparing and managing budgets is highly desired.

  • Advanced degree in Education, Instructional Design, or Organizational Development

  • Certification as a Certified Human Performance Improvement ( HPI ) Professional or Certified Professional in Learning and Performance ( CPLP ) or similar

  • Certified in recognized learning model/program(s)

  • Work experience in a utility environment

Salary$110,822 - $188,397
