Description of Job

The Colorado Department of Corrections (CDOC) Office of Offender Services supports facilities by effectively managing offenders through accurate classification, effective case planning, offender and bed management, and computation of time.

The Time & Release Operations unit within Offender Services implements the incarceration and release decisions of Colorado Courts and Colorado State Board of Parole in accordance with state statutes, case laws (Colorado Appellate and Supreme Court decisions), Attorney General Opinions and Department of Corrections Administrative Regulations.

The Court Services unit monitors and manages the link between the CDOC and all outside law enforcement jurisdictions that request placement of detainers, temporary and/or permanent custody of incarcerated offenders, manages the jail backlog of state sentenced inmates and validates the legality of sentencing mittimi and court order.

The first vacancy is located within the Time and Release.

Primary Duties in Time and Release include, but are not limited to:

  • Calculate dates of parole eligibility, mandatory release, sentence and parole discharge;

  • Verify accuracy of documentation by auditing legal sentencing documents for accuracy and compliance with Colorado Revised Statutes for each person sentenced to the DOC;

  • Analyze documents to determine appropriate sentencing structure, taking into account parole violations, date of offense, violence of crime, prior violent offenses, prior non-DOC sentences, and consecutive sentences;

  • Implement the release process for persons being paroled, statutorily discharged or released by court order from the CDOC by querying the Colorado Crime Investigation Center/National Crime Investigation Center (CCIC/NCIC) network;

  • Analyze information and warrants found for any wants, holds, or notification requests found through the CCIC/NCIC network;

  • Obtain training in all aspects of time computation and release operations and be able to carry a moderate caseload;

  • Perform other duties as assigned.

Primary Duties in Court Services include, but are not limited to:

  • Receive and validate information from law enforcement offices concerning court orders and or writs;

  • Verify offender location for scheduled pick up or return and notifies applicable DOC facility and Central Classification population manager specialist of schedule;

  • Obtains court dispositions of offenders returning from court and transmit dispositions to case manager and Time Release to insure appropriate facility assignments and receipt of sentencing documents;

  • Coordinate with DOC Central Transport Unit (CTU) to provide transportation of offenders to DOC filed court hearings, monitors and tracks community regression files and schedules community regressions to appropriate DOC facility in a timely

manner to minimize reimbursement to county jails;

  • Receive all sentencing mittimi and validate DOC commitments;

  • Research and clarify any discrepancies of mittimi;

  • Originates information systems records after querying database on DOC commitments in order to assign DOC register number and determine arrival status;

  • Perform other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Three years of technical or *high-level clerical experience. (This experience must be clearly described, in your own words, within the work experience section of your application to meet this requirement.)

*Technical work is skilled work in the practical application of specialized techniques, procedures, practices, or methods in order to accomplish tasks. The specialized work is a direct extension of a professional field which requires an understanding of that field in order to carry out the practical nature of the work.

**High-Level clerical experience includes the following: document creation, word processing; creating and revising office procedures; compiling and formatting the content for program materials such as annual reports and newsletters; screening documents and supporting information to determine eligibility, authenticity, or identity; accounting for the unit's allotted funds by authorizing operating expenditures. NOTE: Retail, food service or call center customer service is not in an office support environment and will not be given credit toward the minimum requirements.

Substitutions

College, university or non-correspondence school course may substitute for the experience on a year-for-year basis.A copy of your unofficial college transcript with your name, institution name, degree and date conferred must be attached to your application to verify your education.

Note: In order to obtain a NCIC/CCIC operator license it is required that you have "no felony convictions." The selected candidate will be required to maintain certification every 24 months.

  • Technical experience or high-level clerical experience working with the State of Colorado ;

  • Advanced knowledge and proven work experience in Microsoft Office (Excel, Word, PowerPoint, and Access) and Google Applications (Drive, Sheets, Docs, and Forms);

  • Progressive experience working in a fast-paced customers-oriented environment with a focus on delivering a high level of customer service;

  • Experience completing multiple projects simultaneously with on-going, frequent, deadlines;

  • Proven quality assurance experience, monitoring work, checking for errors and verifying accuracy.

  • Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;

  • Possess the physical ability to successfully complete Defensive Tactics;

  • Lift arms above head and kick as high as own waist;

  • Stabilize another person to accomplish a controlled take down;

  • Use arms, palms of hands, shins, and feet to deliver blows;

  • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;

  • Swing a baton in a striking technique;

  • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

  • Get down on one or both knees and up again with multiple repetitions;

  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;

  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;

  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;

  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;

  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;

  • Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;

  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;

  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;

  • Willing and able to travel;

  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;

  • TB (tuberculosis) screening is required of all new employees upon hire;

  • Employees may be required to submit to regular serial testing and reporting for COVID-19.

Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.

The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.

Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
